While talking with an Apple Support tech on the phone, I seem to have figured this out. I was looking at the Console and kept seeing this message:

Quit Parallels Desktop.
Restarted it and hit the Allow button while the software was starting.

Parallels 12 For Mac Activation Key
Not sure if anyone on this forum uses PD but since upgrading to High Sierra, my rig (which has HDMI 4k @ 30 Hz and DisplayPort 4k @ 60 Hz) stutters like crazy when I use full screen or 'Coherence' mode. I'm sure it's an issue with Parallels since when I close my PD session, the system bounces back to life. Note: I don't see an excessive drain on CPU, Memory, or Disk, so I'm convinced it's a video issue.
Any hints?
